¿Por qué África es tan pobre?; El desolado y polvoriento pueblo de Pibor, en la frontera sur de Sudán con Etiopía, carece de agua potable y sólo cuenta con algunas chozas de barro para cobijar a su población. Es difícil encontrar un lugar más pobre en el mundo.
Visité Pibor en medio de una travesía por África para averiguar por qué esta parte del mundo es tan pobre. Mi objetivo era saber por qué todos los países del continente -a excepción de Gabón y Argelia, ricos en petróleo- son considerados por la Organización de las Naciones Unidas (ONU) como de “bajos” en desarrollo humano, es decir, donde la mayoría de los habitantes viven en condiciones horrorosas.

En mi viaje por los sitios más pobres de la región subsahariana, que me llevó a Liberia y a Nigeria en el occidente, a Sudán en el centro y a Kenia en el oriente, las personas con las que dialogué me hablaron de la responsabilidad que tanto los africanos como los no africanos han tenido en el empobrecimiento del continente.

Casi todos las personas que no formaban parte del gobierno culparon a sus líderes corruptos de la apremiante situación de África.
“La brecha entre pobres y ricos sigue creciendo en el continente”, se quejó un pescador en la costa del Lago Victoria, que comparten Tanzania, Uganda y Kenia. “Nuestros gobernantes quieren seguir siendo ricos y no pagar impuestos”.
“Quizás debí despedir a todo el gobierno cuando llegué al poder”, admitió. “África no es pobre, más bien es manejada pobremente”.
Entre basura y huecos
Eastleigh es un área sucia de la ciudad, donde basura no recolectada se acumula, los huecos en las calles parecen piscinas y los desagües han coplasado.
Pero Museva dijo que uno de los indicadores del éxito de los comerciantes es el alto precio que se paga por el alquiler de los locales.
“Le sorprendería saber que Eastleigh es el mercado de bienes raíces más caro de Nairobi”.
El arquitecto añadió que si los comerciantes de la zona confiaran en el gobierno, pagarían impuestos a cambio de servicios decentes y se crearía así un “círculo virtuoso”, gracias al cual muchas personas dejarían de ser pobres.
“Recuerde que la pobreza está relacionada con la calidad de vida -prosiguió Museva- y aquí la calidad de vida es pésima a pesar de todo el dinero que circula”.
